Weston and HMI apps are not launched without input devices on Raspberry Pi

      Description

      When I connect keybaord or no input on raspberrypi, HMI apps are not launched on RPI2.
      However, If I connect only mouse, then it works.

      Also If I change shell from ivi shell to desktop shell, then hmi apps are launched.
